Tor operates at this level, but a step beyond the VPN, in that the Tor network will provide several hops, not just two. There's a well-known list of exit nodes for eavesdroppers to choose from, but there's no good way to locate originating nodes: they could be anywhere. At (RC4)/v1.0, Node also operates at this level. As of (RC4)/v1.0, Node provides three hops (four if you count the final hop to the server, as we did for VPNs above) of indirection. With Node, though, there is no published list of exit Nodes: any Node can be an exit Node.
